It's sad but they say everyone has ideas. Ideas don't make you stand out unless you can show them somehow. I'd say the most important thing you could possibly have in the industry or in school is a portfolio.
If you don't have much technical skill there are programs you can use that are still really easy to use. You can mod games rather easily to get your concepts across, or learn programs such as Game Maker (which is free) to create. Game Maker has a drag and drop interface so you don't even need to program, and there are plenty of tutorials to get you started.

What would you say are the prerequisites to even being accepted in a school for programing games.
I myself wanted to dable in making or conceptualizing games. I have imagination but no skills in making it.
